外汇指标指用汇单位对国家外汇管理当局统一安排的有权使用的外汇额度。
一个国家为了保持国际收支平衡，在外汇使用上根据项目的轻重缓急，由国家外汇管理部门统一平衡安排给用汇部门或单位一定用汇指标，并规定用途和使用期限。我国外汇指标必须在年度内使用，跨年度作废。使用外汇的部门、单位和个人只能在用汇指标内申请使用外汇或用人民币购买相应的外汇使用。这是国家在外汇管理上量入为出，保持外汇收支平衡的重要手段。
